Efficiency Maine Heat Pump Rebates: 2026 Income Limits and Payouts Explained
The federal 25C tax credits for heat pumps expired December 31, 2025. That $2,000 credit is no longer available. But Efficiency Maine rebates for heat pumps are still in effect, and for many homeowners they are worth more than the federal credit ever was.
The program pays out $1,000 to $3,000 per outdoor heat pump unit depending on your household income, with a maximum of $9,000 for qualifying households. The rebates apply to cold-climate heat pumps installed by a registered vendor.
Here is exactly how the income tiers work, who qualifies, and what the numbers look like for a real project.
The Three Income Tiers
Efficiency Maine structures its heat pump rebates around three income levels. Every Maine homeowner qualifies for at least the base tier. Higher rebates are available for moderate- and low-income households.
Any Income: $1,000 Per Outdoor Unit (Up to $3,000)
This is the baseline. No income verification required. If you own a home in Maine and pay an electricity bill, you qualify.
For a typical two-unit ductless heat pump system, that is $2,000 in rebates with no paperwork beyond the standard rebate application (which your contractor handles).
Moderate Income: $2,000 Per Outdoor Unit (Up to $6,000)
You qualify for moderate-income rebates if your adjusted gross income (AGI) is at or below:
- $70,000 for single filers or head of household
- $100,000 for married filing jointly
Verification requires your most recent federal tax return showing your AGI. We help you determine your tier during the assessment, and the documentation process is straightforward.
For a three-unit system covering a full home, moderate-income rebates total $6,000. That is a meaningful reduction in project cost.
Low Income: $3,000 Per Outdoor Unit (Up to $9,000)
The highest rebate tier is available to households that participate in:
- HEAP (Home Energy Assistance Program)
- SNAP (Supplemental Nutrition Assistance Program)
- TANF (Temporary Assistance for Needy Families)
- Income-based MaineCare
Alternatively, you qualify if your household income is at or below the Area Median Income thresholds set by Efficiency Maine.
For a low-income household installing three outdoor units, the total rebate is $9,000. Combined with insulation rebates of up to $8,000 (80% of project cost), the maximum combined rebate reaches $17,000 before adding the $1,100 heat pump water heater rebate.
What Equipment Qualifies
Not all heat pumps are eligible. The system must be:
- Cold-climate rated - Maintains heating capacity at low temperatures. Standard heat pumps that lose efficiency below 20F do not qualify.
- Installed by a Registered Heat Pump Installer - Efficiency Maine maintains a list of registered vendors authorized to process rebates.
The Mitsubishi Hyper-Heating systems we install are cold-climate rated to -15F and fully qualify for all Efficiency Maine rebates. We are also a registered installer, so the rebate process is seamless.
One important note: multi-zone branch box systems are not eligible for Efficiency Maine heat pump rebates. Rebates apply to single-zone outdoor units only. If a branch box system is the right fit for your home, we discuss the trade-offs and frame the value around total installed cost, aesthetics, and performance rather than rebate eligibility.
How We Handle the Rebate
This is where working with the right contractor makes a difference.
Most contractors bill you the full project cost. You pay $15,000 up front, then file the rebate application yourself, and wait four to six weeks for a reimbursement check. If the paperwork has errors, it takes longer.
We do it differently. As a registered Efficiency Maine vendor, Horizon Homes handles all the rebate paperwork on your behalf. We submit the documentation, process the rebate, and deduct it directly from your invoice before you pay.
If your project costs $15,000 and your rebate is $6,000, you pay $9,000. The rebate never comes out of your pocket. No applications to file, no checks to wait for, no paperwork to chase.
We have processed hundreds of Efficiency Maine rebates over 10+ years as a Top-Rated Vendor. The process is routine for us.
A Real Example
Here is what a typical whole-home project looks like for a moderate-income household in Greater Portland:
| Item | Cost | Rebate | You Pay |
|---|---|---|---|
| 2 cold-climate heat pump units | $12,000 | $4,000 (moderate, 2 units) | $8,000 |
| Attic insulation + air sealing | $7,500 | $4,500 (60% of cost) | $3,000 |
| Total | $19,500 | $8,500 | $11,000 |
Financing at 5.99% over 10 years through Efficiency Maine Green Bank brings the monthly payment to roughly $122. Compare that to $250-$300 per month in heating oil costs that this project would largely eliminate.
The exact numbers depend on your home, your income tier, and the scope of work. But the general picture is consistent: Efficiency Maine rebates make whole-home energy projects significantly more affordable than most homeowners expect.
Combine Heat Pump and Insulation Rebates
Heat pump rebates and weatherization rebates are separate programs. You can claim both on the same project. For a low-income household, the combined maximum is:
- Heat pumps: Up to $9,000
- Insulation and air sealing: Up to $8,000
- Heat pump water heater: $1,100
- Total: Up to $18,100
Even at the any-income tier (no income verification), the combined maximum is $3,000 for heat pumps plus $4,000 for insulation - $7,000 in total rebates with zero income documentation.
We always recommend doing insulation and air sealing before heat pump installation. A tighter building envelope means a smaller heat pump system, lower equipment cost, and better performance. It also means qualifying for both rebate programs on a single project.
