Efficiency Maine rebates are available for rental properties. The program covers insulation, air sealing, cold-climate heat pumps, and high-efficiency heating equipment in multi-family and single-family rental buildings. The application process is straightforward when you work with an experienced contractor, and the rebates are applied directly to your invoice - you do not wait months for a reimbursement check.

What Efficiency Maine Covers for Rental Properties

  • Attic insulation - Blown-in cellulose to bring attic floors to R-49 or R-60
  • Wall insulation - Dense-pack cellulose in empty wall cavities
  • Basement/crawl space insulation - Including basement ceiling and foundation wall insulation
  • Air sealing - Professional air sealing of the building envelope, including attic floor, sill plate, and penetrations

Cold-Climate Heat Pumps

For multi-unit buildings, heat pump rebates can apply to each unit individually, which means the total rebate amount for a three or four-unit building can be substantial.

High-Efficiency Boilers

For buildings where a boiler replacement makes more sense than a full heat pump conversion, Efficiency Maine offers rebates on high-efficiency condensing boilers. These are the wall-hung units that operate at 95%+ efficiency compared to the 80-85% efficiency of older standard boilers.

How Income Qualification Works for Landlords

This is where the program gets slightly more nuanced for rental properties, and it is the part that confuses most landlords.

Property Owner Income

The property owner's household income can qualify the project for enhanced rebate levels. This is straightforward - if your household income falls within certain thresholds relative to area median income, you may qualify for higher rebates.

Tenant Income

In some cases, the income of the tenants in the building can also qualify the project for enhanced rebates. If your tenants are low or moderate income, the rebate amounts may be higher than they would be based on the property owner's income alone.

The Rebate Application Process

Here is how the process works from start to finish when you work with Horizon Homes.

Step 1 - Free Energy Assessment

We start with a free energy assessment of your rental property. During the assessment, we evaluate the building's current insulation levels, air leakage, heating system, and overall energy performance. We use thermal imaging and blower door testing to identify specific problems and opportunities.

This assessment also helps us determine what work qualifies for rebates and gives us the information we need to start the application process.

Step 2 - Proposal with Rebate Estimates

After the assessment, we provide a detailed proposal that includes:

  • Recommended work with descriptions and costs
  • Estimated rebate amounts based on preliminary qualification
  • Net cost after rebates so you can see your actual out-of-pocket investment
  • Projected energy savings and payback timeline

We present the numbers clearly so you can make an informed decision. If the project does not make financial sense, we will tell you that directly.

Step 3 - Income Qualification

Do I need to live in the building to qualify?

No. Efficiency Maine rebates are available for non-owner-occupied rental properties. You do not need to live in the building.

Do all my units need to be upgraded at once?

Not necessarily. While comprehensive projects typically qualify for the best rebate levels, partial projects can still qualify for rebates. We can help you plan a phased approach that maximizes rebate value at each stage.

What if my building has knob-and-tube wiring?

Many older Maine rental buildings have knob-and-tube wiring, especially in attics. This does not disqualify you from rebates, but it does require coordination with an electrician before insulation work begins. We handle this as part of the project. Cellulose insulation is approved for use around knob-and-tube wiring in many jurisdictions, but specific conditions apply.

What if I have a commercial property?

How long does the rebate process take?

From assessment to completed work and rebate application, a typical project takes four to eight weeks. The rebate is applied to your final invoice, so there is no additional waiting period after work is complete.
