Here is a real project from last fall: attic and rim joist insulation on a home in Gorham. The project estimate came to $6,200. After applying the Efficiency Maine rebate ($3,200) and the federal 25C tax credit ($930, available for work completed before 12/31/2025), the out-of-pocket cost was $2,100. Most homeowners are surprised by that number.

Maine has one of the most generous insulation rebate programs in the country, and most homeowners either do not know it exists or underestimate how much it covers. Here is exactly how the program works in 2026, what you qualify for, and what the process looks like from start to finish.

How Much the Maine Insulation Rebate Covers

Efficiency Maine's weatherization rebates cover insulation and air sealing work. The rebate is a percentage of your total project cost, and the amount depends on your household income:

That means a $10,000 insulation and air sealing project could cost you as little as $2,000 if you qualify for the low-income tier.

Income tier definitions:

  • Any Income: No verification needed. All Maine ratepayers qualify for the 40% rebate
  • Moderate Income: Adjusted gross income at or below $70,000 (single/head of household) or $100,000 (married filing jointly)
  • Low Income: Verified participation in HEAP, SNAP, TANF, or income-based MaineCare

What Work Qualifies for the Rebate

The rebate covers professional insulation installed by a registered Efficiency Maine contractor. Qualifying work includes:

  • Attic insulation. Blown insulation to current code levels (R-49, which is about 16 inches of cellulose). We install blown-in cellulose for its fire resistance, zero off-gassing, and long-term performance. This is the most common project we do.
  • Wall insulation. Dense-pack cellulose blown into existing wall cavities. No drywall removal needed.
  • Basement and foundation wall insulation. Rigid foam board and/or blown cellulose on basement walls and rim joists.
  • Crawlspace insulation. Insulating and sealing crawlspace walls and floors.
  • Air sealing. Sealing gaps and penetrations in the building envelope. This is almost always done before or alongside insulation work and is included in the weatherization rebate.

DIY insulation does not qualify. The work must be performed by a contractor registered with Efficiency Maine, and it must meet program specifications for materials and installation quality.

How Rebates Reduce Your Cost

The Efficiency Maine rebate is the primary financial incentive for insulation projects. Here is how it works on typical projects:

The Efficiency Maine rebate is deducted from your invoice before you pay. You never write a check for the full amount.

Note: For projects completed before December 31, 2025, the federal 25C tax credit (30%, up to $1,200/year) could also be stacked with Efficiency Maine rebates. That credit has expired and is no longer available for new projects.

How the Rebate Process Works (Step by Step)

The process is straightforward, and your contractor handles most of the paperwork:

Step 1: Free energy assessment. A registered contractor (like us) walks through your home to evaluate your current insulation levels, air leakage areas, and heating system. This initial assessment is free and helps us build your roadmap. Blower door testing happens as part of the work itself.

Step 2: Proposal with rebate calculations. You receive a detailed proposal showing the recommended work, total cost, Efficiency Maine rebate amount, and your net cost. If income verification is needed, we help you through that process.

Step 3: Work is performed. The insulation and air sealing work is completed. For most homes, this takes one to three days depending on the scope.

Step 4: Post-test. A second blower door test documents the improvement in air leakage. Efficiency Maine requires this to verify that the work meets program standards.

Step 5: Rebate applied. The rebate is deducted directly from your invoice. You pay only the net amount. There is no separate rebate application or waiting period.

Step 6: Documentation. We provide you with all project documentation for your records.

Common Questions About Maine Insulation Rebates

Do I need to verify my income to get the rebate? Not for the any-income tier (40% up to $4,000). Income verification is only required if you want to qualify for the higher moderate-income or low-income rebate tiers. The base rebate is available to all Maine homeowners regardless of income.

Can I get the rebate if I already have some insulation? Yes. The rebate applies to bringing your insulation up to current code levels. If your attic has R-11 (about 4 inches of old fiberglass) and we blow it up to R-49, that qualifies.

Does air sealing qualify separately? Air sealing is included in the weatherization rebate along with insulation. Since we almost always do air sealing before insulating (it is the right order of operations), most projects include both.

Is there a deadline? The Efficiency Maine program does not have a fixed expiration date, but rebate amounts and terms can change without notice. The federal 25C tax credit expired December 31, 2025 and is only available for work completed before that date.

Can I do the work myself and still get the rebate? No. The work must be performed by a registered Efficiency Maine contractor. This ensures installation quality and allows for the required pre-test and post-test blower door measurements.

What types of insulation qualify? The Efficiency Maine program qualifies blown cellulose, blown fiberglass, and rigid foam board. We install blown-in cellulose and polyiso rigid foam board because they perform best for Maine homes. The key requirement is that the installed R-value meets or exceeds Efficiency Maine's specifications for your climate zone.

What Most People Get Wrong

Two common mistakes we see:

Assuming they do not qualify. Every Maine homeowner qualifies for at least the 40% rebate (up to $4,000) with no income verification needed. And the moderate-income tier covers households earning up to $70,000 (single) or $100,000 (married filing jointly), which includes a lot of working families.

Insulating without air sealing first. Air sealing is what stops warm air from escaping through gaps and cracks. Insulation slows heat transfer through surfaces. If you insulate an attic without sealing the penetrations in the attic floor, warm air still rises through those gaps and bypasses the insulation entirely. We always seal first, then insulate. The rebate program is designed to encourage this approach.
