What the Green Bank Actually Is
The Efficiency Maine Green Bank is not a bank you walk into. There is no branch office, no teller window. It is a state-backed lending program administered through Efficiency Maine, purpose-built to finance energy efficiency improvements in Maine homes.
The loans are unsecured, meaning there is no lien on your home. You do not need to put up your house as collateral. The program exists to make weatherization and heat pump projects accessible to homeowners who would rather spread the cost over time than pay out of pocket.

The Four Loan Products
Efficiency Maine offers four loan tiers. The right one depends on how quickly you want to pay it off and whether you qualify for income-based pricing.

The 0% option is compelling if you can pay it off within a year. The $500 origination fee is the only cost. For most homeowners doing a full weatherization project, the 5-year at 5.99% hits the sweet spot between manageable monthly payments and reasonable total interest.
Credit requirements: The standard products require a minimum credit score of 620. The income-based 10-year product drops that to 580. Debt-to-income caps are 55% for standard products and 70% for the income-based tier.
What Qualifies
The Green Bank covers Efficiency Maine rebate-eligible improvements. That includes:
- Insulation (attic, walls, basement, crawlspace)
- Air sealing
- Heat pumps (single-zone systems, both ducted and ductless, if on the qualifying product list)
- Heat pump water heaters
- Certain health and safety prerequisites (combustion safety work, ventilation)

One thing homeowners often miss: you can get a Green Bank loan for qualifying work even if you have already maxed out your Efficiency Maine rebates on the property. The loan program and the rebate program are separate. If you used your full insulation rebate on one project and want to add heat pumps later, the Green Bank is still available for financing.
The Application Process
Here is what the timeline looks like from first contact to project completion:

Step 3: Follow-up call. We walk through the estimate together. This is where we discuss which loan product makes sense for your situation, answer questions about the work itself, and confirm the project scope.
Step 4: Application submission. We submit the Green Bank application alongside the rebate paperwork. You do not need to contact Efficiency Maine yourself or navigate their portal. We handle the submission and follow up on the status.
Step 5: Approval. Approval typically takes a few business days. Once approved, we schedule the work.
Step 6: Project scheduling. Most projects are scheduled 4 to 5 weeks out from approval. Actual installation time varies, but a typical insulation and air sealing project takes 1 to 2 days on site.
Step 7: Final invoice. Your Efficiency Maine rebate is deducted directly from the invoice. The Green Bank loan covers the remaining balance. You never have to pay the full amount and wait for a rebate check.

The $25,000 Rolling Cap
The Green Bank has a $25,000 maximum loan amount, but it is a rolling cap based on your outstanding balance, not a lifetime limit.
This matters if you are taking a phased approach to your energy upgrades. Say you finance $15,000 in insulation and air sealing work this year. Next year, once you have paid that balance down to $5,000, you have $20,000 in available Green Bank capacity for a heat pump project.
